Case Study
LAND MANAGEMENT SYSTEM - GHANA
The Savannah Accelerated Development Authority (SADA) is an independent agency for coordinating a comprehensive development agenda for the northern savannah ecological zone in Ghana. The area comprises the three Northern regions of Ghana namely, Upper East, Upper West and the Northern Region, and stretches to include districts contiguous to the Northern region that is located North of Brong-Ahafo and north of the Volta region.
SCOPE AND OBJECTIVES OF THE PROJECT Our Challenge was to develop a comprehensive master plan for the entire city where leasing or owning a property and maintaining its records is a very lucrative perspective and one of the things to maintain it Is by providing a secure and user-friendly Land Management system.
The master plan is also expected to attract investments and it makes an inference that a good land management system should:
(i) Guarantee ownership and security of tenure
(ii) Support land and property taxation
(iii) Provide security for credit
(iv) Develop and monitor land markets
(v) Protect public and community lands
(vi) Reduce land disputes
(vii) Facilitate land reform
(viii) Improve urban planning and infrastructure development
(ix) Support environmental management and
(x) Produce statistical data.
Land Management systems thus must serve a multi-purpose use and thereby meet the challenge of a modern E-Government and IT environment
Our Approach
It is well understood that the implementation of sustainable development is not a simple task. It embraces a wide spectrum of ecology, social, economic, politic, and security tasks. Therefore, these have to be formalized to enable government policy and the definition of guidelines, goals, and strategies for sustainable development. One of the key problems identified to implement this is the lack of an efficient, computer-based Land Management System (LMS). Here we are Providing a GIS-based Land management system with a well-designed implementation plan with the aim of systematically improving the technical and operational management of Land records
